Contracting procedures

There are four ways to contract for the services of the Industrial Modernization Centre which have been designed to ensure the delivery of IMC services to the business as quickly and efficient way possible.

The four contracting mechanisms to deliver business development services to the industrial sector are as follows:


I - Direct Reimbursement:
The direct reimbursement mechanism allows beneficiaries to choose their suitable
service providers for the needed services, submit financial and technical offers to IMC.
IMC check conformity to internal procedure and reimburse its percentage directly to
the beneficiary after completion of service.

2- Framework Contracts:

IMC selected specific services to be handled through a framework contracts, with a standard service terms of reference, pre-agreed cost per serv ice, list of pre-identified service provider per service.

3-Direct Award:

This mechanism applies to the services of a special nature which must award the attribution of direct services such as property rights, or services that can not be obtained except from one source or the inevitability of having compatibility with the systems in place.

Technical and financial offers are provided with a clarification of the reasons of direct award. An IMC committee examines the reasons for the need to assign and direct award and verifies prices and standards in accordance with the Centre guidelines.

Technical assistance services that require specific expertise in the areas of high professional does not have a sufficient number or quality to conduct a competitive tender by service providers.

 
4 - Competitive Tendering:

To invite a group of service providers from IMC database or by open invitation to take into account the commitment to the principles of transparency and equal opportunities, equality and freedom of discussion.The selection of the best offers in accordance to the standard procedures for the assessment and disclosure.


The competitive tendering applies on technical assistance services with many service providers and that requires terms of reference according to the requirements of each BC such as:

  • Increasing productivity
  • Restructuring
  • Strategic export plans
  • Supply chain management
  • International markets study
  • Planning new investments
